PJM Economic Load Response Programs

Abstract:

The on-set of energy deregulation initially promised to reduce energy costs by up to 20% but this has proved not to be the case in most states. Increasing natural gas and oil prices have resulted in record high utility fuel charges on bills and on the horizon the end of capped electric rates that in Maryland resulted in base rate increases from 19 to 40%.

PJM Interconnection is a regional transmission organization (RTO) that controls the distribution of electricity through all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia and the District of Columbia.

PJM has a Real Time Economic Demand Response Program that enables commercial users to receive money (based on their electric rate) by reducing electricity consumption when wholesale prices are high or when the reliability of the electric grid is in jeopardy. There is no cost or risk to the user in participating. Participation in PJM Demand Response Programs became available in Dominion Virginia Powers service area May 1, 2005, the date they joined the PJM grid.

Bob's presentation will educate us on the PJM organization, their function and the Next Day, Real Time and Spinning Reserve Demand Response Programs and the associated risk with each.

Biographical Information:

Bob Jennings has has an economics degree and has 30 years experience in the utility industry and is owner and president of Westridge Energy,LLC. Mr. Jennings worked for Dominion Va. Power for 24 years in a multitude of supervisory and administrative capacities from distribution engineering, resource management, budgeting, contracts and energy services. He setup an energy savings program for Fairfax County Water Authority and then started Westridge Energy, LLC after leaving DVP in 1998. Westridge Energy has assisted customers save millions of dollars largely through, rate analysis, demand-side management and now thru participation in load curtailment programs. Clients range from federal and local government agencies to large commercial and industrial companies.

Westridge Energy is an agent for the CSP (Curtailment Service Provider) Energy Connect, Inc (ECI) in Virginia, Maryland and Virginia largely to provide their customers another means to reduce electric costs. Westridge Energy assists customers seeking to leverage their automation systems to reduce energy usage and sale it back to grid through ECI, a full member of PJM.

Westridge Energy provides services assisting clients develop effective energy programs, rate analysis, utility negotiations, web-based energy monitoring services, building automation, and demand response. WRE has also been an advisor to a technology company that has develop a totally wireless EMS system and will begin distributing in the DC and Virginia area in the spring of 2006.

Mr. Jennings is an active member of the AEE and holds the following certifications: CEM, CEP, CDSM, and BEP.
